Executive Leadership
President of Civica Foundation Todd Shellenberger is a veteran development executive with extensive experience in executive leadership, driving team performance, relationship building and attainment of transformational ($25M+), principal ($1M+), major ($50K+), planned and blended gifts. He joined the Civica Foundation from Hackensack Meridian Health – Riverview Medical Center Foundation where he served as Executive Director, leading the foundation to record-breaking fundraising success, significantly increasing overall revenue and major gift commitments, and cultivating and stewarding donor relationships.
Prior to his role at Hackensack Meridian Health, Todd served as Vice President of Development at Make-A-Wish America, where he oversaw the organization’s national development strategy and achieved significant revenue growth. His earlier experience includes leadership roles at Make-A-Wish New Jersey and Notre Dame High School. Todd holds a Bachelor of Science in Business Administration from King’s College and a Master of Education from The College of New Jersey.

Dan R. Liljenquist EVP and Chief Strategy Officer, Intermountain Health
Interim Chair, Civica Foundation Board of Directors
Dan Liljenquist is the lead architect and board chair of nonprofit generic drug company Civica Rx and serves as interim chair for Civica Foundation. The Foundation provides philanthropic support for Civica, which was established to reduce chronic generic drug shortages and price gouging, issues that have negatively impacted patient care for over a decade. Dan’s commentary on generic drug market issues was published in The New England Journal of Medicine (“Addressing Generic Drug Market Failures—The Case for Establishing a Nonprofit Manufacturer”) and informed Civica’s mission to ensure that essential generic medications are available and affordable to everyone.
Dan is executive vice president and chief strategy officer for Intermountain Health, where he is responsible for helping the nonprofit health system’s Enterprise Leadership Team in setting and achieving its strategic priorities. He oversees the organization’s Strategy, Corporate Development, Government Relations, Consumer Experience, Strategic Partnerships, and Digital Technology Services teams. Prior to joining Intermountain, Dan served in the Utah State Senate and was nationally recognized for his work on Medicaid and public-sector pension reforms. He is a former strategy consultant with Bain & Company, Inc. He received his JD from The University of Chicago Law School and his B.A. in Economics from Brigham Young University.
Corrin Buchanan Undersecretary, California Health & Human Services Agency
Corrin Buchanan (she/her) serves as Undersecretary at the California Health & Human Services Agency (CalHHS). As Undersecretary, Corrin leads all policy development and implementation, and manages the day-to-day operations of the Agency, which oversees 12 departments and five offices that support the health and wellbeing of Californians. Corrin previously served as Deputy Secretary for Policy and Strategic Planning at CalHHS.
Corrin has spent most of her career in systems change work in state and local government. Prior to joining CalHHS, Corrin worked for the California Department of Social Services, the Los Angeles County Department of Health Services with the Office of Diversion and Reentry and Housing for Health divisions, and the San Francisco Department of Public Health. Corrin holds a Bachelor’s degree and a Master’s degree in Public Policy from the University of California Berkeley.
Rich Figueroa Deputy Cabinet Secretary, Office of Governor Gavin Newsom, California
In his role as Deputy Cabinet Secretary in the Office of California Governor Gavin Newsom, Richard works on health, human services and veterans’ affairs issues. Previously, he worked as Director of Prevention for The California Endowment, a healthcare philanthropy.
Richard has served in several previous administrations in California, including as Deputy Cabinet Secretary for Governor Arnold Schwarzenegger and Deputy Legislative Secretary for Governor Gray Davis. His previous roles also include Legislative Director for Insurance Commissioner John Garamendi, Legislative Consultant for the California State Senate Insurance and Budget and Fiscal Review Committees, and in the Legislative Analyst Office.
Richard holds a Bachelor of Arts from the University of California, Davis in Sociology and a Master of Business Administration in Marketing and Strategic Planning from UCLA.
David Flood Chief Development Officer, President of Intermountain Foundation
As the Chief Development Officer and President of the Intermountain Foundation, Dave Flood drives innovation through the direction and oversight of Intermountain Foundation, a vibrant healthcare fundraising network designed to meet needs of Intermountain’s hospitals, and related healthcare services.
In conjunction with a talented team of development professionals and volunteer leadership, Dave represents a spectrum of strategic relationships while inspiring philanthropic investment in Intermountain’s mission to provide greater access, affordability, innovation, and quality to the regions, states and communities served. Contributions are invested back into the community through innovative medical research, community education and support programs, advanced technology acquisition, construction and upgrade of patient-friendly facilities, and delivery of care to the underserved.
Recognized as an industry thought leader, Dave shares his knowledge with charitable organizations and forums throughout the United States and abroad. He serves as a current member and past International Board Chair of the Association for Healthcare Philanthropy (AHP). The Association of Fundraising Professionals (AFP) previously named him New Jersey’s Outstanding Professional Fundraiser. In 2019, Dave was awarded the prestigious Harold J. (Si) Seymour Award, the highest honor in the field of healthcare philanthropy.
Prior to his arrival at Intermountain, Dave served in leadership roles in healthcare and education, most recently as president of the Meridian Health Affiliated Foundations in New Jersey. Dave received Bachelor’s and Master’s degrees from Seton Hall University, where he currently serves as a member of the Board of Regents.
Aaron Kowalski, PhD CEO, Breakthrough T1D
Aaron J. Kowalski, PhD, is Chief Executive Officer of Breakthrough T1D (formally JDRF), the global leader in type 1 diabetes (T1D) research and advocacy. He joined Breakthrough T1D in 2004 and, prior to taking the role of CEO, served as Chief Mission Officer, leading research and advocacy strategy.
Aaron is an internationally recognized scientific expert in T1D research. He was pivotal in the transformation of Breakthrough T1D’s role as the leading global organization funding T1D research, from an organization funding primarily academic research to a highly engaged strategic funder influencing all stages of the research and development pipeline. Under his leadership, Breakthrough T1D is well known for its collaboration across the global T1D community – working closely with senior industry executives and leaders in academia, clinical care and government.
Aaron has authored numerous articles on T1D research that are improving standards of care, including his artificial pancreas roadmap that was adopted by the diabetes industry to significantly accelerate the delivery of the first commercial systems, and the landmark JDRF CGM Trial in the New England Journal of Medicine, which opened access to continuous glucose monitoring through insurance coverage.
Aaron’s scientific expertise, his personal experience of living with T1D for over 35 years, and his ability to engage the T1D community enable him to advance Breakthrough T1D’s mission to cure, prevent, and treat T1D and its complications.
He earned his Doctorate degree in Microbiology and Molecular Genetics from Rutgers University.
Shelley Lyford CEO and Chair, West Health Institute
CEO, Chair and Trustee, Gary and Mary West Foundation
Shelley Lyford is CEO and Chair of the West Health Institute and CEO, Chair and Trustee of the Gary and Mary West Foundation, which has awarded more than $600 million in grants for aging and healthcare initiatives since its inception in 2006. She has been with the organization for 18 years and has been serving as CEO since 2012.
Key initiatives under Shelley’s leadership include the creation of the West Health Accelerator at Mass General Brigham, a multi-million-dollar, multi-year effort to help transform care for older adults in the hospital, and the West Health Accelerator at Northwestern Medicine, which integrates behavioral health services into primary care settings. She has spearheaded the development of innovative healthcare delivery systems that have become national models of excellence, including California’s first nationally accredited, senior-specific emergency department, and a senior dental center to ensure low-income seniors have access to high-quality, affordable dental care integrated with health and wellness services.
In 2019, Shelley was appointed to the California Commission on Aging, advising the governor and legislature, along with federal, state and local agencies, on issues, policies and regulations that affect California’s older adults. She played a critical role in launching “We Stand With Seniors,” bringing aging to the forefront of the 2018 California gubernatorial race and leading to the development and implementation of California’s first Master Plan for Aging.
Shelley serves as a director on several boards including the San Diego Economic Development Corporation Board and the Community Board of UC San Diego Health. In 2022, she received the prestigious American Society on Aging Award for outstanding contributions to aging-related research, administration and advocacy. Shelley holds a Master’s degree in International Relations and Political Economy from the University of San Diego.
Ned McCoy President & Chief Executive Officer, Civica, Inc.
Ned McCoy has been with Civica since its founding in September 2018. In past roles as Chief Operating Officer and Chief Business Development Officer, he has provided day-to-day oversight for Civica’s growing business, including the building of Civica’s state-of-the-art essential medicines manufacturing facility in Petersburg, Virginia. He has led efforts to secure manufacturing partnerships for nearly 80 sterile injectable medications that hospitals use daily, helping Civica supply essential medicines and address chronic drug shortages and predatory pricing.
Ned orchestrated the partnerships with Civica’s affordable insulin development partners to bring Civica biosimilar insulins to market at no more than $30 per vial and $55 per pack of five pre-filled pens.
Prior to Civica, Ned served at Abbott for 32 years, where he led teams in Hospital Products, Pharmaceutical Products (now AbbVie), Nutrition, and Corporate Mergers and Acquisitions. While at Abbott, he was the recipient of 4 President’s Awards for outstanding accomplishments. Ned is an inventor with 11 issued patents. He received his Bachelor and Master of Science degrees in Chemical Engineering from North Carolina State University (Raleigh, North Carolina) summa cum laude.

Glen is the former Executive Chairman, Chief Executive Officer and Founder of Livongo Health, the first at-scale consumer digital health company to truly empower people with chronic conditions to live better and healthier lives using data science. In his final year, Glen led Livongo through the largest consumer digital health Initial Public Offering in history, a secondary offering, a convertible debt offering that raised over $550 million, and the industry’s largest merger to date between Livongo and Teladoc Health, valuing Livongo at $18.5 billion and beginning a new era of consumer-directed virtual care.
A visionary leader and entrepreneur, Glen previously ran two other public companies that changed the way healthcare is delivered. During his time as Chief Executive Officer of Allscripts, the Company was the leading provider of electronic prescribing, practice management and electronic health records for physician practices. Glen led Allscripts’ IPO and secondary offerings. Prior to Allscripts, he was Chief Executive Officer of Enterprise Systems, the leading resource management systems for hospitals, which he also took public and then sold to McKesson/HBOC. Before entering healthcare, Glen served as President and COO of CCC Information Systems, a provider of computerized systems for the property and casualty insurance sector.
Glen is also one of two Founding Partners at 7wire Ventures, one of the highest-returning venture capital funds in Illinois. He is the author of “On Our Terms: Empowering the New Health Consumer,” in which he proposes new solutions to address the chronic-condition epidemic facing our country. A strong proponent of philanthropy, Glen was honored in 2019 with a Robert F. Kennedy Human Rights Ripple of Hope Award for his career focused on improving the safety, empathy and efficiency of our healthcare system. He also serves as a Life Director of the Illinois Chapter of Breakthrough T1D, the leading organization advancing life-changing breakthroughs for Type 1 Diabetes.
